The Utah roofing contractor license class
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Utah treats roofing as a named specialty trade. Under R156-55a-301ai (Utah Administrative Code, rule effective August 7, 2026), the S280 Roofing Contractor is a specialty contractor license under Utah Code 58-55-301(2)(x). The Division of Professional Licensing issues it.
The rule defines the scope as applying and installing asphalt, pitch, tar, felt, shakes, shingles, roof tile, slate and other materials used as a waterproof or weatherproof seal for roofs. It includes material attached to the roof, roof conversion and non-electrical skylights; electrical skylights are included only when a licensed electrical contractor makes the connection.
Who must hold a contractor license, the exemption for small jobs and the right to cancel an in-home sale are set out on leads in Utah.
Utah homes by age and tenure
A large part of Utah housing is recent. Table B25034 counts 251,156 of 1,223,468 units built in 2010 or later in the ACS 5-year estimates for 2020-2024, and 35.5% built before 1980. Table B25035 places the median year built at 1992.
Ownership is the other half of the picture. Table B25003 reports 790,144 owner-occupied units out of 1,124,822 occupied Utah units for 2020-2024.
Utah hail and storm declaration counts
Utah's storm counts for this period are low, and the page states them as they are. NOAA's Storm Events Database 2025 file has 6 Utah records with the event type Hail. FEMA's Disaster Declarations Summaries list no Utah major disaster for severe storms, tornadoes or hurricanes declared between January 1, 2023 and October 7, 2026. Utah's one declaration in that span, DR-4752 in December 2023, was for flooding.
Counting rules: one Storm Events row with event type Hail equals one county or forecast zone in one storm, for events that began in 2025. Declarations are separate state major disaster (DR) declarations whose incident type or title names a severe storm, tornado or hurricane; severe winter storms are excluded.
What Utah roofing buyers filter on
Utah filters follow the license scope and the housing data above, with claim status recorded alongside.
- Project type: replacement, repair, inspection or skylight work within the S280 scope.
- Homeowner status: only an owner can approve a roof, so renters are screened out.
- Insurance claim status: recorded at intakeIntakeThe process a law firm or its intake team uses to screen a potential client, collect the facts of the accident and injury, and decide whether to take the case. Glossary for wind, snow or hail damage that is being claimed.
- ZIP code: buyers choose the Wasatch Front, St. George or any other ZIP codes their crews reach.
