Utah crosses three code zones. DOE's county guide, PNNL-33270 (2021 county data), places Washington County, around St. George, alone in IECC zone 3B. Twenty-one counties, including Salt Lake, Utah, Davis, Weber and Cache, are in zone 5B. Seven counties are in zone 6B: Summit, Wasatch, Morgan, Rich, Daggett, Duchesne and Uintah. DOE uses the letter B for dry climates.

The ENERGY STAR map has its own boundaries. Utah lies in more than one zone on the ENERGY STAR climate zone map (August 2025), and buyers who quote certified products confirm the zone for each county or ZIP code with the ENERGY STAR zone finder.

The Department of Energy's Building Energy Codes Program page for Utah (checked October 7, 2026) lists the 2021 IECC with amendments for residential buildings, adopted March 21, 2024 and effective July 1, 2024. The same page shows the commercial code moving to the 2024 IECC and ASHRAE 90.1-2022 on July 1, 2026, while the residential entry stays on the 2021 edition. Utah's licensing rule sets dollar and structural limits on one common remodeling license. In R156-55a-301w (rule effective August 7, 2026), the R101 residential and small commercial non-structural remodeling and repair license allows remodeling or repair of an existing structure, but excludes changes to bearing portions such as footings, foundations and weight-bearing walls, and any project or related series of projects costing more than $50,000 in total, including materials and labor.

Glass is named in a specialty license. Under R156-55a-301af, the S230 masonry, siding, stucco, glass and rain gutter contractor may construct, fabricate and install glass, glass substitutes and glass-holding members, among other materials. The rule's list of activities exempt from licensing, R156-55a-301an, names window washing and the installation of drapery, blinds, shutters or other window coverings.

Utah housing: mostly post-1980, with high values

Half of Utah's housing units were built in 1992 or later, according to the Census Bureau's table B25035 (ACS 5-year 2020-2024). In table B25034 for the same period, 35.5% were built before 1980, and 74,790 units date from 1939 or earlier.

Home values run high. Table B25077 (ACS 5-year 2020-2024) reports a median value of $489,400 for an owner-occupied Utah home. Buyers who sell financing or price by project size can set ZIP code filters with that figure in mind.
