Plumbing in Arkansas is a Department of Health matter, not a contractor board matter. The department's Protective Health Codes page (checked October 7, 2026) says it licenses plumbers, plumbing inspectors and gas fitters, and that the State Committee of Plumbing Examiners set the Arkansas Plumbing and Fuel Gas Codes as the minimum standard for installing, altering and repairing plumbing.
The remodeling side sits with the Residential Contractors Committee. Section 17-25-505 has barred anyone from acting as a home improvement contractor without a committee license since January 1, 2012, unless exempt. The exemptions in section 17-25-513, printed in the Contractors Licensing Board's statute booklet (revised April 2026), include an owner working on their own single family residence, jobs that cost $2,000 or less, and a contractor already licensed by another state board for work within that license.
Which license a job needs depends on its scope. On the Board's application page (checked October 7, 2026), a residential remodeler license covers major structural changes or additions to a single-family residence over $2,000, while the home improvement license is for contractors who handle only certain types of work. Arkansas owners and the age of their homes

Arkansas ties contract rights to the license. Section 17-25-515, in the same Board booklet (revised April 2026), says a contractor who performs work in violation of the subchapter shall not bring an action in law or equity to enforce the contract, or an action for quantum meruit.
The small-job exemption has a limit as well. Section 17-25-513(3)(B) says the $2,000 exemption does not apply to a project whose work is divided into separate contracts of less than $2,000 each, according to the April 2026 booklet. A bathroom priced as separate demolition, tile and fixture contracts is treated as one project for this test.
