Arkansas licenses window installers by project size

Window work has its own license category in Arkansas. On its license application page (checked October 7, 2026), the Contractors Licensing Board says a home improvement license is needed for specialty work on a single-family residence when the project is more than $2,000, counting labor and material. The Board lists painting, windows and flooring as examples of that specialty work.
The license has limits. The same Board page (checked October 7, 2026) states that it "does not allow you to build a home or remodel a home." Major structural changes or additions over the same $2,000 mark call for a residential remodeler license, and a residential builders license also covers remodeling. A window job that grows into reframing a wall or adding a room can move from one license type to another.
Arkansas also has a home solicitation cancellation rule for in-home sales; it is summarized on leads in Arkansas with the state's other home improvement rules.
Arkansas climate zones for windows
Window ratings in Arkansas do not follow one statewide standard. The state crosses more than one ENERGY STAR window zone on the ENERGY STAR climate zone map (August 2025), so buyers look up each county or ZIP code in the official ENERGY STAR climate zone finder before they match a product line to an area.
For the energy code, the Department of Energy's county guide, PNNL-33270 (2021 county data), puts 63 Arkansas counties in IECC zone 3A and 12 in zone 4A. The 4A counties are in the north and northwest: Baxter, Benton, Boone, Carroll, Fulton, Izard, Madison, Marion, Newton, Searcy, Stone and Washington. Benton and Washington counties hold Fayetteville, Springdale and Rogers, so the northwest corner of the state follows a different code zone than Little Rock. The letter A is DOE's label for moist climates.
Which energy code Arkansas homes follow
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
The Department of Energy's Building Energy Codes Program page for Arkansas (checked October 7, 2026) lists the 2009 IECC with amendments as the current residential code, effective January 1, 2015, and marks state amendments as yes. The page shows no adoption date. The Arkansas Department of Environmental Quality is the listed contact for state adoption.
Window buyers use the code edition when a request involves new openings or work that needs a permit.
Arkansas home age and value
Most Arkansas homes postdate 1980. Table B25035 (ACS 5-year 2020-2024) gives a median year built of 1987, and table B25034 (ACS 5-year 2020-2024) shows 39.6% of units built before 1980. The single largest decade in that table is 1970 to 1979, with 234,573 units, so a large group of homes is now around 50 years old.
The median value of an owner-occupied home is $188,000 in table B25077 (ACS 5-year 2020-2024). Buyers who quote by window count or by home value can set filters with that figure in mind.
Arkansas window lead filters
- Number of windows and scope: a small job and a whole-house job can fall on either side of the license threshold above, and a structural change needs a different license.
- ZIP code: the northwest counties sit in a different IECC zone from central and southern Arkansas.
- Home age: the 1970s band is the largest, and those homes are often on their first or second set of windows.
- Homeowner status: the owner is the person who signs the contract.
