Flooring has its own line in the Residential Contractors Committee rules. Rule 17 CAR 295-111 lists "floors, floor covering" among the residential specialty classifications, and 17 CAR 295-110 limits a specialty contractor to the specialty it holds, while a residential builder or remodeler may perform any specialty in its classification. Both rules are printed in the Board's licensing law booklet (revised April 2026).
Ark. Code 17-25-505 has barred acting as a home improvement contractor on a preexisting single family residence without a committee license, or an exemption, since January 1, 2012. Section 17-25-513 exempts a project costing $2,000 or less, but not one divided into separate contracts below $2,000, as set out in the same booklet (April 2026).
Limited licenses have a ceiling. Under 17 CAR 295-109, a limited license residential specialty contractor may not take a project whose labor and material cost $50,000 or more, per the committee rules (revised April 2026).
