Arkansas roofer registration and roof claim rules

This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.

Arkansas regulates roofers under their own subchapter. The Residential Roofers Registration Law, printed in the Residential Contractors Licensing Law booklet (revised April 2026) published by the Contractors Licensing Board, says in Ark. Code 17-25-603 that a person may not act as a roofing contractor after July 1, 2021 without a roofing contractor registration certificate from the Residential Contractors Committee, unless exempt. Under 17-25-604, the application must include a surety bond of at least $15,000 and proof of workers' compensation coverage.

The definition in 17-25-601 reaches subcontractors and nonresident roofing contractors that do or solicit residential roofing work for a fee, including repair, installation and waterproofing. Employees and day laborers working under a registered roofer's direct supervision are outside it.

The Arkansas Insurance Department has also changed how roof claims can be settled. Bulletin 17-2023 (November 2, 2023), addressed to personal lines property insurers, allows a mandatory separate wind/hail deductible and a mandatory roof schedule endorsement for roofs 7 years or older, with notice to the insured approved by the Department.
