Louisiana roofing license, claim rules and FORTIFIED grants
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Louisiana added a roofing-specific license requirement in 2026. The State Licensing Board for Contractors' notice of statutory changes (July 13, 2026) says that from August 1, 2026, subject to exemptions, anyone who advertises, solicits, bids, contracts for or performs roofing work of $7,500 or more on a building of up to four dwelling units must hold the Residential Roofing or Residential Construction classification. The same act, Act 757 of 2026, sets a $500,000 liability minimum for residential licensees.
Claim conduct has its own section. The Board's compilation of R.S. 37:2159.1 (current through the 2024 Regular Session) bars anyone performing home improvement contracting services from interpreting the coverage in an insured's property policy, adjusting a property claim as an adjuster, giving an insured a repair authorization without a good faith itemized estimate on a property damage claim, or taking a fee for referring the homeowner to an attorney.
The state also pays for stronger roofs. The Department of Insurance's Louisiana Fortify Homes Program (as of October 2026) grants up to $10,000 to upgrade a primary residence roof to the FORTIFIED Roof standard in 25 listed parishes, awarded by lottery, and pays the grant directly to the contractor. On October 7, 2026, lottery registration was closed, with later rounds to be announced. Home improvement registration and in-home sales cancellation are on leads in Louisiana.
The program rules matter for timing. The same page says a homeowner who hires a contractor and starts work before LFHP approval is not eligible, a homeowner with an open or past roof claim must disclose it, and patching or partial roof repairs are not funded. A finished roof earns a FORTIFIED certificate, good for five years, that the owner can give an insurer for a premium discount.
Louisiana hurricanes, tropical storms and hail
One Louisiana declaration meets the storm count here: FEMA's Disaster Declarations Summaries list DR-4817 for Hurricane Francine, declared September 16, 2024. FEMA also declared DR-4927 for Tropical Storm Arthur on June 30, 2026; it is a tropical storm declaration and is not added to the count.
Hail is recorded separately. The NOAA Storm Events 2025 details file holds 139 Louisiana records with event type Hail and 408 with event type Thunderstorm Wind, each tied to a parish or forecast zone and a date.
Counting method: Storm Events figures are 2025 records for Louisiana by event type, one per parish or zone per event. The FEMA figure is the number of distinct state major disaster declarations since January 1, 2023 whose incident type or title is a severe storm, tornado or hurricane, so tropical storm and winter storm declarations are not counted.
Louisiana housing: owners and building age
Table B25034 (ACS 5-year 2020-2024) shows 46.3% of Louisiana housing units built before 1980, and table B25035 gives a median year built of 1983 for the same 2020-2024 period. The largest single band in that table is the 1970s, with 357,108 units built from 1970 to 1979.
Of 1,804,780 occupied Louisiana housing units, 1,216,127 are owner-occupied in table B25003 (ACS 5-year 2020-2024). The Fortify Homes Program is open only to owners of a primary residence, and only an owner can sign a roofing contract.
