Louisiana small-scale solar, July 2025 to July 2026

The EIA estimates behind-the-meter solar (systems below 1 MW, most of them on homes and small businesses) for each state every month. Louisiana is unusual in the latest year: its estimate in Electric Power Monthly Table 6.2.B went from 229.5 MW in July 2025 to 227.1 MW in July 2026, a drop of 2.4 MW (1.0%). It was one of only three states whose estimate fell over that period, and it ranked 34th of the 49 states the EIA estimates.

The figure is a modeled estimate of installed capacity, not a count of new contracts, and the EIA does not explain the change state by state. For a buyer it shows that Louisiana already has a few hundred megawatts of systems on roofs, which matters to companies that service, repair or add storage to existing arrays, and that the installed base did not grow in the most recent twelve months.

Sunlight on New Orleans roofs

New Orleans is the most populous Louisiana city in the Census Bureau’s estimates for July 1, 2025. Run for that city, the PVWatts Calculator (developed at NREL, which is now the National Laboratory of the Rockies) returns 5.43 kWh per square meter per day of solar radiation on a standard array (checked October 9, 2026).

The figure comes from PVWatts version 8 with its default settings: a fixed array on an open rack, pointed due south at a 20-degree tilt, placed at the city’s point in the Census gazetteer and modeled with typical-year weather from the National Solar Radiation Database. Baton Rouge, Shreveport or a different roof pitch would change it; it is a reference for comparing states rather than an estimate for a particular house.

Louisiana’s Solar Energy Equipment license

This section is general information, not legal advice. It summarizes official sources as of October 9, 2026; check the current text of each rule before relying on it.

Louisiana is one of the states with a license written specifically for solar. Section 2156.3 of Title 37, reproduced in the Contractors Licensing Law published by the State Licensing Board for Contractors (edition of August 1, 2026), requires a Solar Energy Equipment license to install solar energy equipment or solar energy systems when the project value is $10,000 or more. An applicant must already hold at least one major classification: Building Construction, Electrical, Mechanical or Residential Construction.

The section then splits the trade work. Connecting wiring or hookups for a photovoltaic panel or system at or above that value takes an Electrical license, and connecting piping or equipment for a solar thermal system takes a Mechanical license. The board’s S.12 classification page lists Solar Energy Equipment as a trade exam covering photovoltaic and thermal systems for houses, buildings, pools and plumbing systems (checked October 9, 2026).

Subsection E reaches past installers. It applies the section to entities in the business of selling, leasing, installing, servicing or monitoring solar energy equipment, and it states that entities arranging agreements for the lease or sale of solar energy systems, or acquiring customers for financing entities, are not exempt. It also says it does not impose liability on homeowners or on third parties that provide financing or buy the tax credits. Any company that sells, finances or markets solar in Louisiana should read the section with its own counsel.

Houses and mobile homes in Louisiana

Most Louisiana homes are single-family houses, and a large minority are mobile homes. The Census Bureau’s table B25024 for 2020-2024 counts 1,377,991 detached houses among 2,108,902 housing units (65.3%) and 264,776 mobile homes (12.6%), the fifth highest mobile home share of the 50 states.

Among owners the split is sharper. Of 1,216,127 owner-occupied homes in table B25032 (2020-2024), 1,015,035 are detached houses (83.5%) and 154,006 are mobile homes (12.7%). A solar buyer that limits work to site-built houses should expect that distinction to come up in Louisiana more often than in most states.

Jefferson Parish narrowly leads East Baton Rouge by count, and St. Tammany has the highest detached share in the group at 91.9%. Livingston (80.4%) and Orleans (81.3%) have the lowest shares of the ten in the 2020-2024 parish data.
