Minnesota licenses the plumber and the plumbing business separately. Section 326B.46 (2025 Minnesota Statutes) says no individual shall work as a master plumber, restricted master plumber, journeyworker plumber or restricted journeyworker plumber without a license from the commissioner. Paragraph (c) of the same subdivision adds that no person shall perform or offer to perform plumbing work without a contractor's license, and that the contractor license does not by itself qualify the holder to do the work.
The statute also requires a licensed master plumber to be in charge of a business's plumbing work, with a restricted master plumber allowed in cities and towns under the population figure it sets. An owner may do plumbing on the part of a property they own and live in, unless a local ordinance forbids it.

The statute lists proposals, estimates, bids, quotations, contracts, purchase orders and change orders, and says each must contain a detailed summary of the services, a description of the materials or a list of standard features, and the total price or how the price will be calculated.
Before the agreement, the licensee gives the prospective customer written performance guidelines, which are then included or incorporated by reference. The licensee and the customer both sign and date the agreement, and the licensee hands over signed and dated copies at no charge, including mechanic's lien waivers.
