Iowa has no personal injury protection requirement and no tort threshold. The Iowa Insurance Division (June 7, 2023) describes bodily injury liability as coverage that pays for injuries to other people when the policyholder is at fault, so an injured Iowan claims against the other driver's policy.

Section 516A.1 (Iowa Code 2026) bars issuing an auto liability policy in Iowa without it, at limits at least equal to the bodily injury minimums, but lets the named insured reject it by a signed written rejection. Truck cases have their own rule. Section 668.15A (Iowa Code 2026), added by 2023 Acts chapter 84, limits noneconomic damages for personal injury or death against the owner or operator of a commercial motor vehicle requiring a commercial driver's license to $5 million per plaintiff. The limit does not apply where the court finds listed conduct, such as an alcohol concentration of .04 or more, or to passenger carriers and school buses.

Iowa's two-year clock and the greater-fault bar

Actions founded on injuries to the person must be brought within two years under section 614.1(2) (Iowa Code 2026).

Fault is set by section 668.3(1)(a) (Iowa Code 2026): contributory fault does not bar recovery unless the claimant bears a greater percentage of fault than the combined percentage attributed to the defendants, third-party defendants and released persons, and damages are diminished in proportion to the claimant's own fault.

Iowa's minimum amounts come from the definition of proof of financial responsibility in section 321A.1(11) (Iowa Code 2026): $20,000 for bodily injury to or death of one person, $40,000 for two or more people in one accident, and $15,000 for damage to the property of others. The Iowa Supreme Court's Rules of Professional Conduct are chapter 32 of the Iowa Court Rules, published on the Iowa Legislature's court rules page (chapter 32, December 2020).
