Iowa registers construction contractors and takes its definition of construction from a workforce rule that names floor work. Rule 871-23.82(1)"j"(2) (effective February 26, 2025) lists floor laying and other floor contractors: those installing resilient floor tile, carpet, linoleum and wood or resilient flooring, including hardwood, parquet and vinyl tile and sheet, in new work, alterations and repairs.
Registration comes with conditions. Under Iowa Code 91C.2 (2026), a contractor gives evidence of workers' compensation coverage each year, or a statement that it is not required, and holds an employer account number or special contractor number; an out-of-state contractor also files a $25,000 surety bond or shows Department of Transportation prequalification.
Some small operators skip the fee. Iowa Code 91C.1(3) (2026) exempts from the fee requirements a self-employed contractor who pays no more than $2,000 a year to employ others and does not work with or for other contractors in the same phases of construction.
