The Department of Revenue's flooring fact sheet (July 2023) says contractor's excise tax applies to installing ceramic tile, concrete, epoxy, fresco, marble, mosaic work and terrazzo, and the contractor must hold a contractor's excise tax license. Sales tax applies to the sale and installation of carpet, hardwood, laminate, linoleum, parquet, vinyl and other resilient flooring, and that installer must hold a sales tax license.
Mixed jobs follow a set rule. When one project includes both kinds of installation and the installer bills a single total, the same fact sheet (July 2023) applies sales tax unless the excise-taxable part is more than 25% of the project, in which case the whole project falls under contractor's excise tax. The excise tax rate is 2% of a prime contractor's gross receipts under SDCL 10-46A-1 (checked October 7, 2026).
The department's license requirements fact sheet (August 2025) says a contractor must be licensed before starting work in South Dakota regardless of the amount of its receipts, and that there is no fee for a sales or contractor's excise tax license.
