Iowa hail, wind and federal storm disasters
Iowa had 256 hail records and 564 thunderstorm wind records in the 2025 file of NOAA's Storm Events Database. Both event types damage shingles, flashing and gutters, and each record names the county or forecast zone and the date, so a buyer can match a filterFilterA rule that decides which leads a buyer is offered, based on fields such as vertical, sub-type, state, ZIP code, homeownership or accident details. Glossary change to a specific storm.
Four Iowa major disasters for severe storms or tornadoes were declared between January 1, 2023 and October 7, 2026, according to FEMA's Disaster Declarations Summaries. Three came within six weeks in 2024: DR-4779 for severe storms and tornadoes (May 14, 2024), DR-4784 for severe storms, tornadoes and flooding (May 24, 2024) and DR-4796, which added straight-line winds (June 24, 2024). DR-4942 for severe storms and flooding followed on September 1, 2026.
Counting method: a hail or wind figure is the number of 2025 Storm Events records of that event type for Iowa, and one storm can produce several records because each county or zone it touches gets its own. The FEMA figure counts distinct state major disaster (DR) declarations whose incident type or title is a severe storm, tornado or hurricane; severe winter storms are left out.
Iowa Code 103A.71 and storm repair contracts
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Iowa has a statute written for roofers who work after storms. Iowa Code 103A.71 (Iowa Code 2026) defines a residential contractor as a person in the business of repairing or replacing residential roof systems, or doing other exterior work after a catastrophe such as hail, windstorm or tornado, on buildings for one to four families.
- Deductible: the contractor may not advertise or promise to rebate any part of the insurance deductible, and the section treats discounts and payments to the household as a rebate, apart from items of nominal value.
- Claim handling: the contractor may not represent or negotiate for the owner on the insurance claim, or offer to.
- Notice: a contract to repair catastrophe damage needs a signed "Notice of Contract Obligations and Rights" in at least 10-point bold type.
- Effect: a contract made in breach of any of these rules is void.
Registration is the other state step. The Department of Inspections, Appeals, and Licensing contractor registration page lists roofers among the trades that must register. The general registration rules and the door-to-door cancellation period are on leads in Iowa.
How old Iowa homes are
Half of Iowa's housing units were built in 1972 or earlier, according to table B25035 in the ACS 5-year estimates for 2020-2024. Table B25034 puts the share built before 1980 at 61.6% for the same period, and the largest single group in that table is homes built in 1939 or earlier.
The people who sign for those roofs are owners. Table B25003 (ACS 5-year 2020-2024) counts 943,396 owner-occupied units among 1,315,707 occupied housing units in Iowa.
What Iowa roofing buyers filter on
Each filter below ties to one of the Iowa facts on this page.
- Insurance claim status: whether a claim is filed or planned. Section 103A.71 applies to catastrophe repairs, so this field tells the contractor when the notice is needed.
- Project type: hail or wind repair, a full replacement on an older home, or an inspection.
- ZIP code: buyers redraw coverage around the counties named in a storm record or a FEMA declaration.
- Homeowner status: the owner signs the contract and the notice, so renters are screened out.

Iowa roofing lead questions
What makes an Iowa storm repair contract void?
Under Iowa Code 103A.71 (Iowa Code 2026), the contract is void if the residential contractor promises to rebate the deductible, represents or negotiates for the owner on the claim, or does not provide the required bold-type notice. This is general information, not legal advice.
How many Iowa storm disasters has FEMA declared since January 2023?
Four, through October 7, 2026: DR-4779, DR-4784 and DR-4796 in 2024 and DR-4942 in 2026, all for severe storms, tornadoes or related flooding, in FEMA's Disaster Declarations Summaries.
Must an Iowa roofer register with the state?
Yes, in most cases. The DIAL contractor registration page (checked October 2026) names roofers among the trades that register once construction earnings reach $2,000 a year.
Can Iowa roofing leads be bought for Des Moines alone?
Yes. Buyers of roofing leads in Des Moines set their coverage by ZIP code, so they can take the Des Moines-West Des Moines area and leave the rest of Iowa out. Leads are exclusive by default, with shared delivery on request.
