Illinois roofing licenses: limited and unlimited
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Illinois is one of the states where a roofing contractor needs a state license, issued by the Illinois Department of Financial and Professional Regulation under the Illinois Roofing Industry Licensing Act. The department's application packet (updated October 2, 2024) describes two license types:
- Limited roofing license: for a business limited to residential roofing, including residential properties of 8 units or less.
- Unlimited roofing license: for roofing on residential, commercial and industrial properties.
Each license must name a qualifying party who passes the state roofing examination. The Illinois Attorney General's contractor guide adds that roofers must display their license number on bids, contracts and vehicles and at their place of business.

NOAA's Storm Events Database 2025 file (dated August 19, 2026) lists 331 Illinois hail records, the ninth highest count among the 50 states in that file, and 978 thunderstorm wind records.
FEMA's Disaster Declarations Summaries show three Illinois major disasters for severe storms declared between January 1, 2023 and October 7, 2026: DR-4728 (August 15, 2023), DR-4749 (November 20, 2023) and DR-4819 (September 20, 2024), whose title lists tornadoes and straight-line winds as well as flooding.
The hail number counts 2025 Storm Events records with event type Hail for Illinois, one per county or forecast zone per event. The FEMA number counts distinct state DR declarations with a severe storm, tornado or hurricane as the incident type or in the title; winter storm declarations are excluded.

Illinois housing is older than most states' housing. The Census Bureau's table B25034 (ACS 5-year 2020-2024) shows 63.5% of units built before 1980, the sixth highest share among the states, and table B25035 gives a median year built of 1971 for the same period.
