Wyoming ties injury compensation to fault. W.S. 31-4-103(a) provides that no owner of a motor vehicle required to be registered "shall operate or permit the operation of his motor vehicle without having in full force and effect a motor vehicle liability policy." W.S. 1-1-109(b) sets the fault line.
