Montana roofing under the contractor license and insurance codes
This section is general information, not legal advice. It summarizes official sources as of October 7, 2026; check the current text of each rule before relying on it.
Roofing is named in Montana's contractor statute. MCA 37-45-102 (Montana Code Annotated 2025) defines a construction contractor to include a business that offers to undertake or undertakes "the installation or repair of roofing or siding" for another. MCA 37-45-201 (2025) then says an individual or business entity may not engage in business as a construction contractor without a current license from the department. Both sections were enacted by Chapter 644 of the 2025 Laws.
The insurance code has a roofing provision too. Under MCA 33-24-110 (enacted 2025), an insurer may give a homeowners policyholder a benefit or premium reduction for preventative measures, and the wind and hail examples include using an industry-approved resistant roof shingle. The section says such a benefit is not an illegal rebate.
Exemptions from the license, the effective date of the change and the in-home sale cancellation rule are on leads in Montana.
Hail, wind and federal declarations in Montana
Montana's 2025 storm record is mostly wind and hail rather than federal disasters. The NOAA NCEI Storm Events 2025 details file lists 190 Montana records with event type Hail, 309 with Thunderstorm Wind and 300 with High Wind.
Over January 1, 2023 to October 7, 2026, FEMA's Disaster Declarations Summaries show two Montana declarations that meet the storm count: DR-4801 (July 18, 2024), titled severe winter storm and flooding, and DR-4901 (April 7, 2026), titled severe storms and flooding.
Counting method: each NOAA record is one county or forecast zone affected on one 2025 storm date. A FEMA declaration is counted once if its incident type is severe storm, tornado or hurricane or its title names one. FEMA lists DR-4801 with a severe storm incident type, which is why it is counted; declarations filed as winter storms are not.
Montana housing for roofing buyers
Close to half of Montana's housing units, 48.9%, were built before 1980 according to table B25034 (ACS 5-year 2020-2024). The median year structure built is 1981 in table B25035 for 2020-2024.
The state had 317,400 owner-occupied units among 458,859 occupied units in table B25003 (ACS 5-year 2020-2024). Only owners can sign for a roof, so this count is the base that Montana roofing requests come from.
What Montana roofing buyers filter on
Distance and roof material matter in a large state with few metros. The usual fields are:
- ZIP code: set to the drive time a crew will cover from its base.
- Project type: hail or wind repair, inspection, or replacement, including a move to resistant shingles.
- Insurance claim status: whether a claim is filed or planned after a hail or wind event.
- Homeowner status: the owner signs the contract, so renters are excluded.

Montana roofing lead questions
Does the Montana construction contractor license cover roofers?
Yes. MCA 37-45-102 (2025) includes the installation or repair of roofing or siding in the definition of a construction contractor, and MCA 37-45-201 requires a current license from the Department of Labor and Industry. This is general information, not legal advice.
Can a Montana insurer lower the premium for resistant roof shingles?
Yes. MCA 33-24-110, enacted in 2025, lets an insurer give a benefit or premium reduction for an industry-approved resistant roof shingle, and says this is not an illegal rebate.
How did Montana's 2025 hail and wind records compare?
The NOAA Storm Events 2025 file has 190 Montana hail records, 309 thunderstorm wind records and 300 high wind records, each one county or forecast zone per storm date.
Can a buyer take roofing leads in Billings and Bozeman but not Missoula?
Yes. Roofing leads in Billings, Bozeman or any other Montana area are ordered by ZIP code, so any metro can be left out. Leads are exclusive by default, with shared delivery on request.
